    actually the locals in New Orleans messed it up big time. they didn't evacuate
    ( and Puerto Rico could not be evacuated) so the buses they had PARKED to do so got flooded.

    Then the superdome fiasco.
    Ray Nagin was sent to jail for corruption on unrelated charges, but that entire fiasco was greatly aggravated
    by the locals incompetence
