    Allen Raymond is a former Republican political consultant in the United States who spent three months in federal prison for his role in the 2002 New Hampshire Senate election phone jamming scandal, for which he was convicted of making harassing phone calls across state lines, a felony.[1] Raymond is the author of the book, How To Rig an Election: Confessions of a Republican Operative (2008).

    Raymond told investigators that his former Republican National Committee colleague James Tobin approached him with a plan to tie up the phones of New Hampshire Democrats on Election Day 2002, during a close Senate race between Republican John E. Sununu and Democrat Jeanne Shaheen. At the time, Raymond owned a Virginia-based GOP phone-bank company (GOP Marketplace) and also held a paid position as Executive Director of the Republican Leadership Council.
    Raymond then collected $15,600 from the New Hampshire Republican State Committee and paid a small Idaho telemarketing company $2,300 to make non-stop hangup phone calls to six New Hampshire phone lines, five of these were being used by the Democratic Party to get out the vote. The sixth phone line belonged to the Manchester Firefighters' Union, which offers free rides to the polls.
    In an interview with the Boston Globe, Raymond said he took part in the phone-jamming because he "had been reluctant to turn down a prominent official of the RNC, fearing that would cost him future opportunities from an organization that was becoming increasingly ruthless."[1]

    A former Republican National Committee official was sentenced Wednesday to 10 months in prison for his role in the jamming of New Hampshire Democrats' telephones on Election Day 2002.
    James Tobin, the third person sent to prison in the case, was found guilty in December of harassment by telephone. Prosecutors had asked for two years behind bars.
    Tobin was convicted of helping to arrange more than 800 hang-up calls that jammed get-out-the-vote phone lines set up by the state Democratic Party and the Manchester firefighters' union for about an hour. Republican John Sununu defeated then-Gov. Jeanne Shaheen for the Senate that day in what had been considered a cliffhanger.
    Tobin, 45, of Bangor, Maine, apologized, saying he wished he had not gotten involved in the jamming or had acted to stop it.
    "I have tried to live my life honestly and with integrity," he said.
    U.S. District Judge Steven McAuliffe said that Tobin had led "an otherwise exemplary life." But he said the phone jamming was more than just a dirty trick.
    "It was a direct assault on a free and fair electoral system," the judge said. "We'll never know if the wrong people are sitting in government because of this effort."
    At the time of the phone jamming, Tobin was a regional official with the RNC and the National Republican Senatorial Committee, overseeing Senate campaigns in several states, including New Hampshire and Maine.
    Tobin later became New England chairman of President Bush's 2004 re-election campaign but stepped down when Democrats accused him of playing a role in the jamming.

    Colin Powell served in a Republican administration in a very high position. We saw what his #1 priority was when a "brother" ran for President.
