which in itself is kinda weird, and then uses as his rationale that it will help cut the State Department budget. Think he knows the people weren't fired, they still work for the State Department, just not in Russia

The large collection of misunderstanding as this simple one by the President really makes you think if he really knows what is going on. Doubtful he ever knew what was actually in any of the Congressional health care proposals, and to date his Administration hasn't offered any detailed proposal to Congress on health care nor tax reform nor infrastructure nor anything he promised.
