Competent speakers of the English language know and realize that English uses both connotation and implication in its rhetorical structure. That is to say, both literal and implied styles of writing and speaking.
Any reasonable person, in fact any native speaker of the English language, recognizes that Drumpf was implying that tapes existed and was issuing a not-so-subtle veiled threat to Comey.
