If Mueller was as close with Trump as he is with Comey.

The investigator needs to be impartial. How do we know Comey didn't say something that made Mueller angry in the past and now he's out for payback?
That's why it's imperative that the investigator has no preconceptions either way.

That really isn't the standard, the standard is the "appearance" of bias or lack of impartiality. Their relationship is a huge red flag. If this was a judge in a simple county courtroom, he would have to disclose his relationship with Comey to Trump and ASK if it is okay he continues to preside over the case and Trump could say yes or no.
