It seems to appear that since Person A has said that Putin interfered with the election and Person B agrees with Person A, then Person C agrees with Person B, and finally Person D agrees with Person C; that Person A is using all the agreements as proof that Russia actually did the interference, but neither of them have provided anything other then agreeing with each other.
