At the state level there is an recall process, not too easy, but one that can happen. To simply make it so that any congress can define impeachable offenses, would undermine our national government.

To remove a government in this country simply requires that no confidence motion is passed and voted on. That means a general election and possibly the outgoing government being removed or returned depending on the whims and caprice of the great unwashed.

The constitution puts the power of defining what an impeachable offense is in the hands of congress. That's the constitution. It's how it is, and how it has always been. The trial takes place in congress and there is no appeal to the judiciary.

In parliamentary nations they bring down all governments all the time, and parliamentary governments are if anything more stable than presidential ones.
