""Every year from 2000 through 2015, more people left California than moved in from other states. This migration was not spread evenly across all income groups, a Sacramento Bee review of U.S. Census Bureau data found. The people leaving tend to be relatively poor, and many lack college degrees. Move higher up the income spectrum, and slightly more people are coming than going.

About 2.5 million people living close to the official poverty line left California for other states from 2005 through 2015, while 1.7 million people at that income level moved in from other states – for a net loss of 800,000. During the same period, the state experienced a net gain of about 20,000 residents earning at least five times the poverty rate – or $100,000 for a family of three.""

President Obama’s 2017 budget prioritizes workforce education and training

On February 9, President Obama unveiled his fiscal year (FY) 2017 budget request, outlining the Administration’s spending priorities for federal programs and activities, beginning October 1, 2017.

The FY 2017 budget proposes significant new investments in education and training, renews requests from the President’s 2016 budget request and includes enhanced support for existing programs. The budget includes substantial changes to the Pell Grant program, calls for Carl D. Perkins Act reauthorization, and proposes Temporary Assistance for Needy Families (TANF) reauthorization and a significant increase to the state block grant. The President also proposes investments in expanding apprenticeship, significant increases in funding for workforce data investments, and a focus on “opportunity youth.”

Obama’s Budget Provides Millions For Out-Of-Work Coal*Miners .. ie; WHITE coal miners

Coal production is on the decline in the U.S., and while that’s a good thing for the climate, it’s making finding a job difficult for many people in coal-heavy states, particularly in Appalachia. To help ease the immediate effects that coal’s decline is having in these regions, President Obama introduced a plan Monday to help coal country rebound from the decline of what has historically been its most valuable resource.

The plan, called POWER Plus and is part of the President’s proposed Fiscal Year 2016 Budget, provides more than $55 million in funding for job training, job creation, economic diversification, and other economic efforts in communities that have experienced layoffs due to the declining coal industry. According to the White House, that funding is “unprecedented” and will go toward improving the economic security of coal miners and their families, who have “helped keep the lights on in this nation for generations.”

Every 4 years during the presidential elections, a plethora of white republicans will slide from under the rocks to question the intelligence of black voters who support the Democratic Party that supports them instead of the virtually all-white Republican Party that doesn't. Their comments get flavored with lots of references to 'plantations' and 'slaves.' This past election was no different.

The implication is that whites know better .. and perhaps politics is above the heads of black voters. So in their 'wisdom' .. a majority of white voters elected the absolute worst president in American history .. a celebrity clown and buffoon .. a complete failure in under two months.

Given the propensity of white republicans to always question the political intelligence of black voters .. surely it's fair to question the intelligence of that majority of white voters who elected a danger and total embarrassment to this nation .. or more correctly stated, the lack of intelligence.

Where is the intelligence in electing a loud-mouth lying celebrity with no legislative experience to be the President of the United States? Where?

Trump is no surprise, he's exactly as advertised .. a clown .. a clown who hates people .. particularly people with non-white skin. How's that working out for you?

Get rid of Obamacare? Sure, go ahead and do it .. what are you waiting on? Oh wait .. millions of whites who vote republican are benefitting from Obamacare and don't want to let it go. It seems they've spent 8 years voting against their own best interests. Where was the intelligence in that? Truth is, white republican voters spend a lot of time voting against their best interests. 9 of out the 10 poorest states in the country, and 97 out of the 100 poorest counties in America are republican controlled .. and their citizens benefit from the safety nets legislated by democrats. Maybe Trump will help them grow up as he attempts to yank away their healthcare in preference to his rich friends.

    You should have been smarter.

Trump and Obama-hate have made it MORE likely that another Black president will sit in the Oval Office leading this nation again. Compared to Trump, Obama looks, thinks, and acts far more presidential and sane. Trump and his voters have only embellished Obama's legacy in ways that he himself never could.

Trump is an embarrassment and danger .. and at the same time, the best thing that could have happened to this nation. He exposes the overt racism that is America. He exposes the glaring failures of the republican agenda .. and he exposes the undeniable lack of intelligence of that majority of white voters who elected him.
    Translation of this temper tantrum:

"When government fears the people, there is liberty. When the people fear the government, there is tyranny."

A lie doesn't become the truth, wrong doesn't become right, and evil doesn't become good just because it is accepted by a majority.

Gov't programs aren't bringing these people back. Your whole premise here is wrong. You're arguing over which "side" gives more instead of what can cities and communities do to evolve from old steel towns into new dynamic 21st places
