I can't figure it out.
I suppose there are cross currents (maybe Hispanic voting power?) but illegals can't vote.
Then again I can't figure out Dems many times under Obama-maybe it's their tendency towards "statism"
which is typically Obama..

Whatever the reasons it's clear immigration is an ENUMERATED POWER - and they are swimming against the tide.
