I apologize for not getting all the details here:
I just caught a fragment of a news report that Putin was sending a small flotilla of 7 military vessels to the Syrian region, but that it was denied permission to refuel in Spain, & perhaps one or more others.
So Putin is forced to refuel these (reportedly 7) vessels at sea.
The report indicated it may be motivated as much or more by internal opposition forces arrayed against Putin, as by more obvious international opposition; Crimea, Ukraine, etc.
