LOS ANGELES (Reuters) - A woman who was kidnapped near her California home at the age of 11 and held captive for 18 years by a convicted sex offender cannot sue the U.S. government for failing to properly supervise him on parole, a federal appeals court ruled on Friday.
A three-member panel of the 9th U.S. Circuit Court of Appeals in San Francisco decided 2-1 that while the crimes against Jaycee Dugard were horrific, the interaction of state and federal statutes did not hold the government liable for the incompetence of parole officers in such cases.

Well, we had an accused rapist in the white house then so its just par for the course.....
If the government were held liable for incompetence, half of Wash. DC would have to be turned into a concentration type camp.....

it has been LONG established law that police/government are not obligated, required, or responsible for providing individual protection to anyone unless a special relationship exists between that person and government.

We have liberals and conservatives, Democrats and Republicans, yet those very people look at Constitutionalists as radical and extreme.................so those liberals and conservatives, Democrats and Republicans must believe that the constitution is radical and extreme.
