He could. Section 1324 of title 8 of the US code makes it a federal felony to encourage illegals to live in america and the mayors of sanctuary cities are clearly doing that.

The penalties are very severe - all the way up to the death penalty if the criminal encouragement results in a death. And DUI illegals kill thousands of americans every year.
