Kinda standard thing really, especially if the troops are acting rowdy in town.

Sort of. They technically have no police powers, even with military members. They can however make legal orders to soldiers.
Nothing like martial law at all. Even if the SNCOs weren't with the police, they still have the legal military authority to give orders off base to members outside their command.

right...but they are still patrolling in a police fashion and my understanding is that martial law needs to be declared...this should not be happening at all...it sets very bad precedent

Then your understanding of the situation is flawed. Martial law needs to be declared for the military to have legal authority over civilians. They have no such authority and the police are almost certainly the originators of this program.

this used to happen all the time at atlantic beach, NC area. But these were armed MPs who could and would arrest intoxicated marines.
A sad commentary on we, as a people, and our viewpoint of our freedom can be summed up like this. We have liberals and conservatives, Democrats and Republicans, yet those very people look at Constitutionalists as radical and extreme.................so those liberals and conservatives, Democrats and Republicans must believe that the constitution is radical and extreme.

i don't care where this originated....its wrong. our military has no jurisdiction in civilian areas. they should not be patrolling at all. if they came across military persons involved in a crime, they have no authority to "do" anything....other than what a normal civilian can do.

No... they always have had the authority to order military persons. Even in matters that are not included in civilian law. I had to have a clean shaven face every day, even if I was on leave. If I was found out in town without one, I could still be charged.

It's the same as officers of neighboring towns have some jurisdiction in each others town.

thats different...they couldn't arrest you off base for not shaving...once you come back on base...then they have jurisdiction over you.

They can't arrest you now. They could, and still can, order you you to go back to base.
