That is an unanswered question. McCain was technically born in Panama, to two American parents, but still felt he could run for President. Romney's father was born in Mexico, to what he believed were two American parents, but were not, and Romney's father felt he could run for President.
What generally is not an unanswered question is that laws that are generally accepted as being laws cannot be undone based on a reevaluation of a technicality. The original decider decided, and that is the one bite at the apple.
