Any semi-automatic rifle that takes a detachable magazine can be loaded with one that takes 30 rounds--or more. Why single out the AR-15? Magazines can now be 3D printed, particularly one-use magazines. That is, you load the magazine, fire the rounds, and throw the magazine away. This means trying to control magazine size is a fool's errand at best.
