My best friend in high school was a white guy from deep East Oakland who grew up in an all black neighborhood. I met him freshman year and he used to use the N*word. I remember thinking no freaking way I'm hanging out with this guy because I'm going to get my *ss kicked. It's when I learned the rules of the game as while he was selective when he used it he was basically given a pass because black people knew he was from the neighborhood. Ultimately he stopped using it as he got older because it wouldn't fly in the long run.
Today hip hop and rap music are so ubiquitous that all kids grow up on it and if you repeat rap lyrics you will use the word. You have white, Hispanic and even Asian kids using the word when speaking to each other. Doesn't mean its accepted on a national level but within their core groups it gets used.
It goes back to the rules of the game in terms of who can use it and when. They are important to understand because its no bueno using it the wrong way/time.
