From what I can gather it isn't even AI-level. It reads more like what is called a "Markov Chain" text generator. Like your phone's autocomplete function. It takes a word or couple of words and then, based on what you've typed before as well as a list of standard options, it tries to calculate the odds that you will use another word it already has queued up.

The syntax and grammar wander wildly so I don't even think it is AI. Just some dude using "autocomplete" in some form.
