Government, like many large entities with lots of money self-insures. Government was the target of that terrorist attack and they'll be the ones paying for the loss and replacement of that material. Even if it were the construction company, same thing applies. Why should they have to get insurance to pay for it and have their rates go up when it was the criminal terrorists, many of whom were arrested, who caused the loss. The criminals should have to pay in full for that loss.
