Those who pay attention know how the HAN operate, to include having operations in America which are run directly by the party. The American employees have been called window dressing, and having a bunch of extras who dont do anything and were never intended to contribute anything is both cheap and a road well traveled.

The Texas government will resume construction of a wall on the state's border with Mexico, according to Gov. Greg Abbott.

Isn't the ban just for government-owned devices? People shouldn't be playing on the Internet while at work anyways, if they're govt. employees. Several other states have banned the app as well.
