If I were a landlord of an apartment building in NYC, I'd just install electric floorboard heaters and meter the apartments so they pay for their own electricity. That would take all of one month in the winter for the residents to be incensed at the government for their electric bill. Heat pumps? Nah. I can meet the requirements of that law cheaper with cheap space heaters and no A/C if there wasn't any before.
Or, sell the building to some rich asshole that makes Trump look like a saint and let him deal with it while I move to Florida or somewhere sane with my money.
You are assuming the electic in the units is sufficient to handle the new amp draw.
Once in a while you get shown the light, in the strangest of places if you look at it right.
