Not applicable here. Congress is responsible for the Capitol because of separation of powers. If Congress askes the President for help, he can help. Trump offered help such as calling up the National Guard, but Democrat congressional leaders--aka Pelosi--refused that help.

You'll note they make claims as to who was not responsible for Capitol security or ordering more, but never tell you who is responsible. This is just passing the buck.

No, the C in C is responsible for defending the nation. As I pointed out, security of the Capitol building is a responsibility of Congress under separation of powers. Or, are you suggesting that Trump could just order up a few thousand troops to march into the Capitol building and take it over claiming he was making sure it was secure and safe?
