This is actually a terrible example. The ONLY reason Norway has such a high percentage of EV sales is government interference in the market.

Free municipal parking (1999- 2017)
Access to bus lanes (2005-). New rules allow local authorities to limit the access to only include EVs that carry one or more passengers (2016-)
25% reduced company car tax (2000-2008). 50 % reduced company car tax (2009-2017). Company car tax reduction reduced to 40% (2018-2021) and 20 percent from 2022.
Exemption from 25% VAT on leasing (2015-)
The Norwegian Parliament decided on a national goal that all new cars sold by 2025 should be zero-emission (electric or hydrogen) (2017).

So, if you are a Norwegian, are you going to buy an EV that gets massive tax breaks and other incentives, or an ICE vehicle that will be heavily penalized and in three years will no longer be available in your nation? The answer is obvious, and the reason is equally so.
THE ONLY REASON EV'S ARE SUCCEEDING IN THE MARKET IS DUE TO GOVERNMENT INTERVENTION FORCING THEM ON THE PUBLIC

Actually, there are 195 countries on the planet if you include all the tiny "postage stamp" ones. Of those, 40 have agreed to ban all ICE sales by somewhere between 2025 and 2040. That's 16% of all countries, and more like a quarter to a third of all countries that really count. Everyone of those is doing it by government mandate (fiat).
EV's are unpopular and the only way to get people to buy them is through government use of force.
