SNAP recipients wouldn't be able to buy a variety of foods, including white grain bread, buns with added nuts or seeds, white rice, pasta sauce, canned fruits or soups, baked beans, cheese slices, butter, or flour.

Older, and disabled Iowans who rely on Supplemental Nutrition Assistance Program benefits would not be able to buy things like fresh meat, white bread and sliced American cheese.

While I disagree with the Iowa law, I do think that people getting food stamps should not be allowed to use them on buying prepared meals like fast food and the like as this is a waste of what was intended. Prepared meals cost far more than foods you prepare yourself. Food stamps are meant for the indigent to give them enough to eat. If they are wasting them at Micky D's and the like on expensive meals they don't deserve to get them to begin with.
As I have stated, it is not generally allowed.
Which SNAP Clients can use their SNAP Benefits at Restaurants?
To be eligible for the RMP, SNAP clients must be certified for SNAP in a state that has an RMP and all members of the household must be either:
Elderly (60 years of age or older);
disabled (receives disability or blindness payments or receives disability retirement benefits from a governmental agency because of a disability considered permanent);
homeless; or
a spouse of a SNAP client who is eligible for the RMP.
Which Restaurants can Participate in the RMP?
To participate in the RMP, the restaurant must:
Be in a state that has an RMP.
Get approval from the state and provide a signed agreement to FNS.
Be authorized by FNS to accept SNAP benefits.
