"Altruistic goals are at the foundation of social work's humanitarian mission, yet almost all current theories of human motivation suggest that people are essentially egoistic and that altruism is not part of human nature. In this article, I survey the conceptual and theoretical arguments and paradoxes by which scientists, philosophers, and much of the lay public defend an egoistic view of human nature, and I show how such arguments might be overcome to allow for the possibility of altruism."

His error is the assumption that altruism and egoism are inherently antagonistic. The belief that by an altruistic impulse you have made someone safer or happier can satisfy an egoistic desire of making you feel better about yourself.
p.s. Would add that the view Earl and his source express is consistent, however, with tight ass Right wing attitudes.

Wrong! You cannot make someone altruistic if they choose not to be. The only way to do it is force it on everyone. Did you ever see that Ricky Gervais move, The Invention of Lying? It indirectly makes this argument. In an altruistic world of trust, it only takes one person who isn't to fuck everything up.
Altruism as a universal principle won't work with humans.
