All warrants start out under seal. Most warrants remain under seal. The Justice Department wants to release it, because it helps them.
If a warrant is not served by surprise, it gives the criminal time to move, or destroy the evidence.

Federal warrants are always sealed until someone asks for them to be unsealed. They are never unsealed before the search. Trump has had two days to release the warrant, he refused to do so despite many calls for him to do it. Garland waited a respectful amount of time and is now asking to have it unsealed. And he asked earlier, everyone with claim he was grandstanding.

Need to see affidavit. The search warrant affidavit has to be specific not only about the place to be searched, but this purported evidence or criminal activity that forms the basis for the search request. Police can seize only what is described in the warrant, pursuant to the underlying affidavit.

The warrant was sealed and the raid "a surprise" because DOJ concluded Trump couldn't be trusted. The department tried other means to get back the documents - Garland mentioned that - but Trump continued to keep them.
Now DOJ is asking the court to unseal the warrant and inviting Trump to oppose its revealing at the hearing. So we'll see which of them, if either. doesn't want the public to know.
