This is a form of ecological fallacy where an overwhelming exception is used to generate the base case.
That is, you are arguing that in this case, of the eight officers present, once one opened fire the others should have restrained from firing too even as they, in the heat of the moment, saw the one officer shoot. That is an absurdity.
That 60 rounds (or more) were fired at this criminal in a matter of less than five seconds (try timing that out) by eight police officers is to be expected. Each officer fired--on average--7.5 rounds. Let's say eight. That is, a few missed, the rest hit the suspect. That indicates good training in marksmanship and restraint as each officer fired about two groups of three rounds, some firing three.
I'd say not one officer emptied the magazine of his pistol (expected 15 round capacity). That too shows restraint.
Curious fact ...
In the UK nobody - white, brown or black - has ever been shot dead after being stopped for a suspected traffic offense.
How can this be explained? I guess British cops are really bad shots.

Moral of the story? Pull over for cops. Do what they say if they are giving you lawful commands. Dont lead them on in high speed car chases. When they tell you to stop and deploy tasers against you...STOP. And NEVER ever be STUPID enuff to shoot at them. I realize that this is akin to telling people to breathe, or to put one foot in front of the other when you walk , but we live in a nation of total retards these days who never went to school and had no parents to teach them either. Nothing else explains people this fucking dumb.
