    Gas for Fleet deal

    "Russia agreed to a 30 percent drop in the price of natural gas sold to Ukraine, in exchange for permission to extend Russia's lease of a major naval base in the Black Sea port of Sevastopol, Ukraine, for 25 years.

    Seated side by side, Russian President Dmitry Medvedev and Ukrainian President Viktor Yanukovych announced the agreement at the end of a one-day summit in the eastern Ukrainian border city of Kharkiv.

    "We have indeed reached an unprecedented agreement," Medvedev said. "The rent [for the naval base] will be increased by an amount equivalent to that of the [gas price] discount."

    The agreement may bring an end to years of disputes over natural gas prices, which culminated in Russia turning off the pipeline to Ukraine. The gas dispute left Ukrainians and many Europeans who depend on Russian gas pumped through Ukraine shivering."

    Sunday’s estimates for the second quarter are higher still, but also hinge on a separate, earlier price deal with Russia.

    “The price has not been settled, but probably it will be between $386-$387 per 1,000 cubic metres taking into consideration the Kharkiv agreement,” Prodan told reporters.

    The Kharkiv deal was struck as a trade-off with Moscow that gave Ukraine cheaper gas in exchange for the extension of the lease of Russia’s Black Sea fleet in Sevastopol in Crimea, the southern peninsula now annexed by Russia.

    On Friday Russian Prime Minister Dmitry Medvedev said the 2010 deal would cease to be valid, giving Russia a legal right to sue for money back from Ukraine."

    " ... Russia has formally denounced the 2010 Kharkiv Agreements under which Russia provided a $100 discount per thousand cubic metres for Ukraine’s imports of Russian gas as rent for the Sevastopol naval base, home of Russia’s Black Sea Fleet.

    The deal, which extended the base lease until 2042, cost Russia’s budget around $4 billion a year, or around $40 billion over the period covered by the gas contract expiring in 2019.

    Russia says it is owed $11 billion already paid to Ukraine for the years 2010-13, when the discount was applied in advance for extending the lease on the base beyond 2017.

    Ukraine says it regards the agreement as still valid and has vowed to take Russia to court for violating it. It has also threatened legal action against Russia's gas exporter Gazprom GAZP.MM to lower gas prices, a step used successfully by other countries.

    Reducing the price to the average for European customers would in effect negate the benefit to Russia from annulling the gas-for-base agreement, as Ukraine pays around $100 more than the average following the end of its discount. ... "

    Russia's lease on the base was originally due to expire in 2017. There was a real chance that Ukraine's government, under the presidence of Viktor Yuschenko, which had been at odds with Russia over a number of issues, would not have renewed the agreement, forcing the Russian fleet to relocate.

    The 2010 election of Viktor Yanukovych, more closely aligned with Russia, made it possible for the negotiating of a new lease extension on the naval facility. The Ukrainian and Russian parliaments on 27 April 2010 ratified a deal to extend the lease on a Russian naval base in the Ukrainian port of Sevastopol for 25 years after the current lease expires in 2017. In return, Ukraine will receive a 30% discount on Russian natural gas. Ratification of the deal in the Ukrainian parliament took place amid violent protests by the opposition, which has called the deal is an "act of treason." Former Ukrainian President Viktor Yushchenko, who headed the nationalist Our Ukraine party, criticized the new government for "trading sovereignty for gas." "What happened in the Supreme Rada is a military usurpation; I am convinced that this is not the end," he said at a media briefing. Former prime minister Yulia Tymoshenko called on citizens to rise against the current leadership.

    Ukrainian president Viktor Yushchenko announced that Ukraine would not extend the lease of the Sevastopol base beyond 2017, and urged the Russian fleet to start preparations for a withdrawal. Although the agreement for Russia's use of the base includes a possible extension of the lease, with Moscow repeatedly saying it wants to negotiate on the issue, Ukraine reiterated in October that it would not permit an extension of Russia's naval presence in the country after 2017.
