They keep talking about "feelings" and "identifying as [something other than what they biologically are]", so I concur with your conclusion that 'gender', in Liberal, at least for the time being, must be a vague reference to some sort of psychological disorder. Liberal seems to never have any clear word definitions like English has, and there sure are a lot of buzzwords that I have noticed them use with regard to sex/gender.
