It's good to put two rounds center of mass, but since these assholes usually do wear body armor, best to put them on the ground with a couple rounds below the beltline in the pelvic region then, when they drop, put a couple more rounds from the crotch toward the internal organs under the armor or into the neck-shoulder-lower head region.
