The OGE 278e form states it should be filled out for the previous year and the current year when a candidate enters the race. Biden's form is from 2019. That means it should be filled out for 2018 and part of 2019.

In looking at the partial page that the Daily Mail included, Biden did include some of his income from late 2017. It may be that he filled it out for the previous 24 months but I see nothing there that shows he hid income since he was not required to include all of his 2017 income on the form.
