The state legislatures did set the rules. The executive branch always has discretion in the administration of these rules to account for problems such as the pandemic. That did not make the law unconstitutional. The constitutionality of a state law is determined by that state's courts and none of them found changes in the application would have affected enough votes to change the election outcome.
