You hit the nail on the head. People understandably say WTF when they hear about teachers having to buy supplies for instance. And the response, again understandably, is we should give them more money. But as you stated even when given more money it doesn’t necessarily mean it will reach the classroom. It gets caught up and spent on huge levels of administration.

What Finland did was pay teachers very well. The rest of the details worked themselves out by themselves.

I think a better solution is end ALL federal funding of public schooling except for one thing.
Have online home schooling available to any American whom wants it.

And leave all the other public schooling to the states.

Yes.
The Interstate Highways are NOT owned by the federal government.
They are owned by the states they travel through.
Thus - the states should be responsible for their own roads/bridges.

2) Health care?
No.
Every American should be guaranteed, full health care until they reach retirement age (say 70).
Then, they are on their own.

BUT...
I do NOT believe in single payer.
My mother was Canadian and I lived in Canada for years - off and on.
Their way is better for the poor...but it is NOT the answer.
FAR, too inefficient and the waiting times can be insane.
And personal treatment can be abysmal.

The answer is the government offering healthcare to everyone who needs it.
NOT through a separate series of facilities (as that is staggeringly wasteful)
But simply through private hospitals/doctors billing the government for services rendered to the poor.
As for the rest?
Allow full and independent private healthcare/insurance for anyone whom wants that.
And the government STAYS THE FUCK OUT of the private healthcare sector COMPLETELY.

So in South Dakota they do this thing. A bunch of one dollar bills are set out on some ice in a hockey rink. Then teachers from local schools are told to spend the next ten minutes trying to grab as much money as they can to fund their classes, while people laugh at them for being dumb enough to try to educate the next generation of South Dakotans when clearly no one in South Dakota cares about education.
