    My theory: NATO is calling Putin's bluff

    They are 99.999 percent sure Putin will not invade Ukraine.

    Ukraine is not Chechnya, Georgia, or Moldova. It is a large nation with a significant military which would impose enormous costs on Russia to subdue and occupy.

    While it would be cost-free to NATO to just go ahead and guarantee Putin no membership for Ukraine, it gives Putin a short term political victory, and reeks of something vaguely Neville Chamberlain-ish.
