Actually, Janet Reno (the Guiness Book of Records holder for being the ugliest woman on the planet) ordered it, and she was the primary mover behind the underlying reason it even happened. The Clinton administration was the first--and all subsequent Democrat presidents have followed suit on this--to make a concerted effort to go after the far Right usually in the form of putting maximum law enforcement on self-styled militia groups.

Reno was so incompetent that almost all of the cases she brought using the FBI, ATF, etc., fell apart in court or were publicity disasters like Waco. Of course, her track record in Florida as a persecutor was no better. She did manage to ruin a fair number of lives to no useful end however.

I remember AG Reno as the one that ended the 'negotiations'.

Why was their a 'siege'? I drove to Waco years later and stopped some guy on the road to ask where Mount Carmel was. He told me to keep going, it was about a mile further. Then he told me David Koresh jogged this road everyday. If the ATF wanted to arrest him, they could have done it while he jogged. Then he pointed out a few small buildings they could have hid in.

One small problem in that Federal law takes precedence over state laws. If you were aware of that thing called the US Constitution, you might know that. The Constitution is why the Federal government can charge state actors for acting in their official capacities while violating Federal law but the state can't charge Federal officers for state crimes without approval of the Federal government.
