Trump was a legitimate President from from the time he entered off until he left office. When discussing Trump's "illegitimacy" the talked about the 2016 election as her reason. That means she thinks she won in 2016.
They endowed her with the power to share her thoughts on the matter, and she thinks he was illegitimate. It does not necessarily means she thinks she won. She conceded and attended the inauguration, those things suggest she knows she lost. Much more than calling him illegitimate later suggests that she thinks she won. She was honorable and accepted defeat.
