    It is homicide, regardless of the trimester. Every State has authority to determine laws for homicide.

    States' rights work out to become the country of the lowest common denominator. When Delaware and S.C removed usury and banking regulations, banks established offices there. That way the state laws could infect the entire country. We all lost power over banks when that happened. Banks are setting the table nationally by phony offices in select states.

    The current Supreme Court is as good an indicator as any that the United States are pretty much fucked as a unified country.

    Elect pachy presidents, get pachy SCOTUS appoinments, flush nation down toilet. It's as simple as that. And we've now done it.

    America will never get back on track unless a Democratic President unilaterally disbands the sitting SCOTUS and installs one of his own choice.

    The National Guard is not a State militia of any State. It is the national militia.
    Poll taxes are unconstitutional. No State has any authority to charge poll taxes.

    States have rights.
    They have the right to defend themselves by organizing a State militia.
    They have the right to exist as a State, having been accepted by the Congress into the Union.
    They have the right to construct their own government as they see fit, so long as it is a republic.
    They have the right to establish laws withing their own borders, according to that constitution.
    They have the right to lay taxes, according to that constitution.
    They have the right to establish roads and ways, according to that constitution.
    They have the right to determine penalties for homicide (including abortion), assaults, arson, etc. according to that constitution.
    They have the right to establish courts and those courts have the right to make rulings, according to that constitution, and according to the Constitution of the United States.

    People also have rights. Among them:

    They have the right to defend themselves.
    They have the right to be productive members of society (the right of capitalism).
    They have the right to obtain food, water, and shelter for themselves. Note the State may have the right to regulate the procedure and form thereof, in accordance to it's constitution.
    They have the right to form the government of their choice, even if they have to leave the Union to do it. Note that to be in a State, in other words, part of the Union of the United States, they must make that government a republic.
    The right to believe in what you wish (religion).
    The right to speak out against the government, even in places like China, even if the government kills you for it.
    The right to communicate with others.

    Nothing about Delaware's laws affect any usury laws in any State a bank does business in. Delaware cannot pass any law for any other State. Just for Delaware.

    If a bank establishes a head office in Delaware, and conducts business in, say Washington, they are subject to the usury and banking laws of Washington, not Delaware.
    Some States do enforce their banking laws and usury laws in exactly this way. Others do not, including, unfortunately, Washington.
