I'm just curious about the policy? Not everyone runs for office. They publish delinquents in the papers here to. But the tax auctions seem to be a better way to encourage people to pay up.

And that was the point of the story. The fire department arrived, determined the owner hadn't paid subscription fees so they didn't put the fire out. They let the house burn to the ground. I suppose the alternative would have been to put the fire out and give the owner a whopping big bill for services rendered, much larger than the subscription fee, but either way subscription is an alternative.
Police could work the same way, and did in the early days of modern police in London for example. Those that subscribed to fund the police got a placard to affix to their home or business showing they paid the fee and police were expected to protect that location on their patrols. Otherwise, they weren't going to do much if you got robbed. Think of it like a private security service with actual police powers to arrest suspects etc.
These services have alternatives to being tax based.

And, once you pay the mortgage off, the property is yours just like with say a vehicle. You don't have to continue to pay forever after. Property tax has no end to it.

Because you like the car and collect them? The government can't come and take your car if you don't pay to register or insure it. But they can come, and will, and take your house if you don't pay your property tax.

Wrong. It is you that doesn't get it. A subscription is a choice you have to pay or not. A tax is compulsory and there are legal and serious consequences if you don't pay it. In the case of property tax, your home gets taken by the government in lieu of paying the taxes. That is, in essence, you get evicted like any other renter.
