A population of humans cannot effectively fight a pandemic by leaving the response up to each individual to come up with their own approach.

An effective response to a pandemic, which is a social issue, is a society-wide approach, centrally created by the best minds with the best education and data, and coordinated by society's organized leadership, which is government.

This is a case where we need to do what government says.
