Yes, in that context it's racist by virtue of the fact it differentiates people by "race".

Many people seem to judge people simply by "Racist: Y/N?" instead of a ranking like "Completely colorblind 1 to Racist Asshole 10".

Using the last measuring system, I'd say the person who has a sexual preference of a "type" be it blondes with big tits or waiflike Asians was a 3 while the person(s) labeling them as "Yellow Fever", depending upon their intent, could be anything from a 3 to a 10...but probably a common 7.

They are all relatively close, but there is a different look in women of England and women of Russia...and it's not the hairstyles.

OTOH, Chinese, Koreans and Japanese, in general, do look different just like some Native American tribes look different and for the same reason; long term separation by geographical boundaries.
