    a real wad cutter is made of lead and is very deadly shouldnt even be one on the set

    Now some blanks they use have wax or material or a mix to seal the end make it a bit louder and visually amusing these are called wad cutters also because they usually fit flush to some degree while a standard blank usually has a twisted end

    It is relevant. She's supposed to be the "expert" on arms used on the set. Baldwin is just some idiot reciting lines who had a gun safety lecture like twenty years ago. She's responsible because she should know the difference between a live round and a blank and carefully inspected every round. Baldwin should have inspected the firearm with her or another person designated to handle weapons on the set double checking that.
    Now, if she missed spotting a real wad cutter--something that could happen if you aren't careful--and the chain of custody was through unqualified persons like an assistant director, then she is responsible.
    But that doesn't absolve Baldwin of some degree of responsibility. He should have known and been told in a pre-shot safety briefing not to point the weapon directly at anyone. That's common practice in the movie industry. I'm sure he's used prop guns enough over the years to know that.

    It's sounding to me like the armorer on the set was inexperienced. There was no real concern for safety. The producers were rushing shots to get the movie done as cheap as possible. This resulted in a series of errors that lead to one person dying and another being shot.
