Yea, sure. Carter created the Departments of Energy and Education creating new bureaucratic hassles in both, and pretty much turning US public education into one of the worst systems in any first world nation. He deregulated airlines and the brewing industry so those actually worked... He tried to implement universal government healthcare but failed. He expanded the power of the EPA greatly and that raised costs on industry considerably. It was one of the major causes of the collapse of the US steel industry too.
His energy policies were so awful they were a primary cause of his demise as a president domestically.
His handling of military affairs was awful. I remember the crisis in morale that occurred during his years in office experiencing that first hand.
