    Why is that Carter always gets blamed for damaged helicopters caused by a severe desert sandstorm on the day of the mission? Including one that veered into a large transport plane during takeoff.

    Carter, like Obama, was in ultimate command of that raid. This is a bad habit of the US military today. The President assumes ultimate command and authority for these operations rather than delegating that to subordinate commanders. For example, an alternative that wasn't considered:



    The use of helicopters and a desert refueling could have been avoided entirely.

    What does any of that have to do with public education? Carter accelerated the decline in public education by getting the federal government involved through creating the Department of Education. Education is purely--or should be--a state function, not a federal one.
