Carter created the Departments of Energy and Education creating new bureaucratic hassles in both, and pretty much turning US public education into one of the worst systems in any first world nation. He expanded the power of the EPA greatly and that raised costs on industry considerably. It was one of the major causes of the collapse of the US steel industry too.
His energy policies were so awful they were a primary cause of his demise as a president domestically.

His handling of military affairs was awful. I remember the crisis in morale that occurred during his years in office experiencing that first hand.

Hardly a ringing recommendation considering his horrific and massive blunder with the Iranian hostage situation and botched rescue. A war with Panama is like sending the police into South Chicago for a sweep of criminals...

Carter, like Obama, was in ultimate command of that raid. This is a bad habit of the US military today. The President assumes ultimate command and authority for these operations rather than delegating that to subordinate commanders. For example, an alternative that wasn't considered:

The use of helicopters and a desert refueling could have been avoided entirely.

What does any of that have to do with public education? Carter accelerated the decline in public education by getting the federal government involved through creating the Department of Education. Education is purely--or should be--a state function, not a federal one.
