I think that Joe Biden is playing the Progressives.

He's going along with their agenda knwing that much if not most of it will get bargained away anyhow.

He knows he's not running again in 24, so he doesn't need to worry about getting reelected.

I think he's just placating the Progressives in order to get whatever he can get from Congress for the good of the country.
