The report does not say this involved fraud. They stated "It is expected that most if not all of these individuals are in fact real people with a limited public record and commercial presence."

The report did not say these people did not exist. It said they were not in a commercially available data source provided by Melissa called Personator. You can look up your name on this site.
The "don't appear to exist" part is only in the Gateway Pundit source which is not very creditable. "The Gateway Pundit (TGP) is an American far-right[2] fake news website.[1] The website is known for publishing falsehoods, hoaxes, and conspiracy theories.[28]

Correct. They attempted to match the names against a commercial database and didn't find them. Because they aren't there. People with no phone weren't in the phonebook. How does it work that you can't find the identity of these voters but you know to a specific percentage that they are Democrat or unaffiliated? Yes, I agree. One does not mean the other. It does mean, however, that we should look more into it than just simply saying "hack" at it and ignore the issue. AS the report noted, canvassing and finding out is the recommendation.
Take each of the things it says to check on, add them up, and you have reasons why folks think that elections integrity needs help.
