Do you really believe that this is the first time horses have been used by border patrol simply because some guy took pictures this time? Even the guy who took the pictures says there was no "whipping" going on.
My bet, horses are used in areas that are difficult to reach by vehicle. They use SUVs in some areas to do the same thing, they just can't get as close and steering wheels don't "look like" whips like reigns apparently do to folks who have never ridden a horse.
