    "Downward" is defined the circumstances as any intelligent, sane and educated adult should realize.

    Consider the different skills needed for surviving on an island after a shipwreck versus a 20something seeking a moderately successful career where s/he can find happiness in life and love?

    It's impossible to predict the future, but we can make educated guesses. Some people guess based on what they want. Smarter people guess based on the evidence and likelihood given the circumstances using "two points define a line" logic.

    Sometimes various unforeseen circumstances alter predictions. Was 9/11 really unforeseen? No. Most military and intelligence leaders knew it could happen but it's like being naked in the jungle and swatting at mosquitoes. You can kill thousands of mosquitoes but it only takes one to give you malaria or West Nile virus.

    So what do we do? The best we can. That's all we can ever do.

    Notice the people around you who think positively and seek a more cohesive culture in America and then look at the fucking dimwits who look backwards and want to turn back the clock, but it 1860 or 1770. Which ideology do you think will be the best path for everyone?

    Sure, back in the day, it was a convenient port....built on higher ground. As the city ground, like the Netherlands, it reclaimed land from the sea. Like California is experiencing now, it's impossible to stop growth. People are like kudzu. At best, leaders can only guide the growth.

    After Katrina, New Orleans was forced to rebuild. They could either focus rebuilding elsewhere, on higher ground, or in place. Bush and other leaders decided to rebuild in place. Anyone who doesn't grasp the problem with their actions is a fucking moron.

    Oom's very apparent "talent'" for inferring positions that were never taken is in some ways impressive,
    particularly if we're mostly concerned with their entertainment value.

    That's probably why I don't have the old bastard on ignore, although that's always subject to review.

    Yet, if there were some way to trade it in exchange for a bit more reading comprehension,
    he might consider sacrificing some of the "stand up" vibe in order to have a minimal grasp of what the fuck is being discussed.

    Yes, both the Mayor and the Governor, not to mention all elected positions in Louisiana, should be held accountable for their actions before, during and after Katrina.

    That said, it's ignorant to claim the President of the United States bears no responsibilities. Bush appointed the head of FEMA and could order a national emergency. Congress would support it given the circumstances and only argue how much money for FEMA every year.

    If they bear no responsibility, then why do we need them?

    income than its White counterpart. Black children are three times as likely as white children to
    grow up in poverty, and they are much more likely to remain there.

    Black Americans also face significant challenges in other areas that affect the quality of life and
    overall prosperity. Homeownership rates are stagnant among all Black households and are falling
    for Black millennials. Voting rights have once again been put in jeopardy in ways that
    disproportionately affect minority communities, making it more difficult for Blacks to advocate
    for better policies. Significant racial disparities in health outcomes remain, while the Trump
    administration makes it more difficult to access affordable health insurance.

    There are few signs that these inequities will diminish in the near future or that market forces
    alone will address them. Bold economic policies will be necessary to improve the economic state
    of Black America moving into the future, but the first steps are to recognize just what progress
    has been made, and how much further we have yet to go.
