China’s surging and cheaper polysilicon production has harmed U.S. producers, forcing the shutdown of several factories that use power sources with lower carbon emissions than Chinese producers. Wacker Chemie AG , the West’s largest producer of solar-grade polysilicon, pays up to four times as much for power at its factories in Germany compared with Chinese producers in Xinjiang, said company spokesman Christof Bachmair.
China has pushed down the price of panels so sharply that solar power is now less expensive than electricity generated from fossil fuels in many markets around the world. Imports of the solar cells that make up the panels are also flooding into the U.S. and Europe.
Those shipments are either coming directly from China or contain key components made in China.
“If China didn’t have access to coal, then solar power wouldn’t be cheap now,” said Robbie Andrew, a senior researcher at the Center for International Climate Research in Oslo. “Is it OK that we’ve had this huge bulge of carbon emissions from China because it allowed them to develop all these technologies really cheaply?
