California and New Mexico are southern border states which have good vaccine roll out programs and have achieved relatively high levels of vaccination.

They also happen to be run by Democratic administrations.

The biggest predictor of vaccination rollout failure is political party - and which party dominates the state government.
It is not ethnicity or immigration status.

Correct. Covid19 has required far less use of ventilators than many flu viruses. More people aware of the risk of pneumonia that covid19 can induce. It is getting treated earlier if it shows.
