Granted it's a huge breach of power but don't see what the criminal charge would be, and the links don't suggest what it would be either unless I missed it. If by some awful change the jackass got reelected he might be impeached for it even though it happened in a prior term since it demonstrates not only his unfitness for office but the active danger he poses to the institutions of government.
