Having some experience with the law and people in general . It should be fairly easy to identify the reasons which are multifaceted , no one reason but several.

Less policing and increased scrutiny of their actions such that most officers won't chance doing something that would get them fired or indicted. Instead, they just let the criminals go. Couple that with many blue state prosecutors now not demanding bail or arguing to keep violent criminals in jail while awaiting trial, and you have another reason. Tack on the mass of illegals, many of whom are criminals--beyond being here illegally--and you get a perfect storm.
