Here is my answer.

Obama did it during his admin because he is malevolent towards the U.S. His past history certainly indicates that.
Biden's admin is chock full of staff from Obama's admin who are equally malevolent toward the U.S. I don't believe Biden is though.
I believe he just does what his staff, committee or what have you, tells him to do.

Another possibility is he somehow believes what we all know is impossible - that reducing supply of oil in the U.S. will make the climate unchange, or 'mitigate the damage' to the climate . The undefined 'climate change' will supposedly cause the world to end in 12 years according to the left, therefore we have to make the opposite happen, i.e, "unchange" it. In other words he'd be really stupid to believe something that preposterous.
